Leopoldo B. Santos Elementary School came to existence in 1963. It was founded in response to the increasing number of pupils in Tandang Sora Elementary School. Due to the shortage of enough space to accommodate more pupils, a small building at Labing-isa Compound in Quirino Highway, Baesa was rented and served as an extension of the said school.
On its first year of operation, it only offered grades one and two curriculum. The following year, another two grade levels were opened. Mr. Leopoldo B. Santos from Baesa Elementary School (now Lucas R. Pascual Memorial Elementary School) was designated as school head of the School on its third year of operation. During his administration, he made extra efforts in cooperation with the barangay officials, teachers, parents and the community to request for an open space within Timoteo S. Cruz Subdivision to where the school could possibly transferred. Year 1970 marked the transfer of Tandang Sora Elementary School Sitio 4 Annex to its present site T.S. Cruz Subdivision in Barangay Baesa, Quezon City. With T.S.Cruz Subdivision Homeowners as added stakeholders, a three-classroom two-storey building with toilet, water pump, incinerator, and others were constructed. The untimely death of Mr. Santos, the first school administrator, paved the way for Mrs. Cristeta P. Pacampara as the new principal.
Mrs. Cristeta P. Pacampara spearheaded the drafting of a resolution which was later unanimously approved and adopted changing Tandang Sora Elementary School Sitio 4 Annex to Leopoldo B. Santos Memorial Elementary School in memory of the late Leopoldo B. Santos.
Through the years, the school is continuously transforming into a place of learning opportunities. Mrs. Pacampara was succeeded by the following administrators who each contributed to what Leopoldo B. Santos Elementary School has at present: Mrs. Ruth Maravilla, Mrs. Nora Nano, Mrs. Emiliana Delmoro, Mrs. Mila Lavares, Mrs. Petronila Garcia, Mrs. Shirley Guillermo, Mrs. Elisa Dario, Ms. Eugenio Cristobal, Mrs. Leonida Orbito, Mrs. Elena Cortez, Mr. Silverio Estorco, Mrs. Lorna A. Ojeda, Mrs. Josefina A. Almarez, Mrs. Mitos B. Baldomero and Mrs. Wilhelmina L. Melegrito. Some of the projects undertaken by the former administrators with the support of the Parents-Teachers Association and the community were the construction of stage, shed, toilet, grotto, storehouse and lavatory for each classroom: cementing of quadrangle, pathways and floor renovation and construction of Don Benjamin Chua Sr. Memorial Multi-Purpose Hall.
